Question I have blue smocks and I want to know how to check the voltage.
I have a Kasuga KSD-0202 meter. 

This is the procedure I have. Can you comment if this is correct or not ? 

1. Put on the smock.
2. Ground the smock. ground the meter. 
3. Rub smock with a polyester material and confirm charge voltage then check the stable voltage after dissipation. stable voltage should be 30v or less.
4. Rub smock with a cotton material and confirm charge voltage then check the stable voltage after dissipation. stable voltage should be 30v or less.

The voltage test that you describe might be fine. However, there is no ESD Association test method to measure voltage while wearing an ESD garment.

Most of our customers follow ANSI/ESD S20.20 for their ESD control program. ANSI/ESD S20.20 specifies ANSI/ESD STM2.1 for the product qualification of ESD Garments and ESD TR53 for Compliance Verification.

The noted test procedures measure or verify surface resistance using test equipment such as a Surface Resistance Test Kit or while worn using a wrist strap tester such as Combo Tester X3.  The ANSI/ESD S20.20 required limit for a Groundable Static Control Garment System is less than 3.5 x 10^7 ohms which is the specification we use for Statshield Smocks.

Grounding the ESD Garment is important. “After verifying that the garment has electrical conductivity through all panels, the garment should be electrically bonded to the grounding system of the wearer so as not to act as a floating conductor.” [ESD TR20.20-2008 section 5.3.13 Garments]
